Surah Al-Hijr (15) — Ayah 22

وَأَرْسَلْنَا ٱلرِّيَـٰحَ لَوَٰقِحَ فَأَنزَلْنَا مِنَ ٱلسَّمَآءِ مَآءً فَأَسْقَيْنَـٰكُمُوهُ وَمَآ أَنتُمْ لَهُۥ بِخَـٰزِنِينَ ﴿22﴾
And We send the winds fertilizing (to fill heavily the clouds with water), then cause the water (rain) to descend from the sky, and We give it to you to drink, and it is not you who are the owners of its stores [i.e. to give water to whom you like or to withhold it from whom you like].
وَأَرْسَلْنَا wa-arsalnā And We have sent
ٱلرِّيَـٰحَ l-riyāḥa the winds
لَوَٰقِحَ lawāqiḥa fertilizing
فَأَنزَلْنَا fa-anzalnā and We sent down
مِنَ mina from
ٱلسَّمَآءِ l-samāi the sky
مَآءًۭ māan water
فَأَسْقَيْنَـٰكُمُوهُ fa-asqaynākumūhu and We gave it to you to drink
وَمَآ wamā And not
أَنتُمْ antum you
لَهُۥ lahu of it
بِخَـٰزِنِينَ bikhāzinīna (are) retainers

The Importance of Water for Life:

The storage of water is either beneath the earth, and that too is under Allah’s control. If He wills, He can lower the water table so much that humans would not be able to obtain water at all. Or, it descends in the form of rain, and that too is entirely under Allah’s control. If He wills, there may be no rain at a place for years, or snowfall occurs on mountains in winter, which melts in summer and flows as rivers. But often, there is an extreme shortage of water in rivers, even though water is such a great blessing from Allah that neither humans nor other living beings can survive without it, nor can plants grow. That is, in the absence of water, humans are also deprived of food.
