وَلَقَدْ ءَاتَيْنَا مُوسَى ٱلْكِتَـٰبَ فَٱخْتُلِفَ فِيهِ ۚ وَلَوْلَا كَلِمَةٌ سَبَقَتْ مِن رَّبِّكَ لَقُضِىَ بَيْنَهُمْ ۚ وَإِنَّهُمْ لَفِى شَكٍّ مِّنْهُ مُرِيبٍ ﴿110﴾
Indeed, We gave the Book to Mûsâ (Moses), but differences arose therein, and had it not been for a Word that had gone forth before from your Lord, the case would have been judged between them, and indeed they are in grave doubt concerning it (this Qur’ân).
وَلَقَدْ walaqad And verily
ءَاتَيْنَا ātaynā We gave
مُوسَى mūsā Musa
ٱلْكِتَـٰبَ l-kitāba the Book
فَٱخْتُلِفَ fa-ukh'tulifa but differences arose
فِيهِ ۚ fīhi therein
وَلَوْلَا walawlā And if not
كَلِمَةٌۭ kalimatun (for) a Word
سَبَقَتْ sabaqat (that) preceded
مِن min from
رَّبِّكَ rabbika your Lord
لَقُضِىَ laquḍiya surely would have been judged
بَيْنَهُمْ ۚ baynahum between them
وَإِنَّهُمْ wa-innahum And indeed, they
لَفِى lafī surely (are) in
شَكٍّۢ shakkin doubt
مِّنْهُ min'hu concerning it
مُرِيبٍۢ murībin suspicious

110. Indeed, We gave Moses the Book before this, but it was differed over [123]. Had it not been for a prior decree from your Lord, judgment would have been passed between them. And they were, concerning it, in such doubt as to cause them distress.

The Forms of Disagreement Regarding the Divine Origin of the Book:

That is, just as there is disagreement about the Quran today—some say these are tales of the ancients, some say it is the magic of eloquence, some say that the Quran is authored by this Prophet, some say that he has learned it from someone else and is presenting it as the Quran, and a group of truth-seekers considers it to be from Allah—similarly, there was disagreement about the Torah as well. And this crime of the people is so severe that they could have been destroyed immediately for it, but Allah, for the completion of proof and to test the people, has set a fixed term. Therefore, neither the people of Moses were destroyed immediately, nor will your people be destroyed immediately. Despite their denial, there are such enlightening arguments in this Book that have cast doubt in their hearts about its truth and have left them restless.
