Surah Yunus (10) — Ayah 99

وَلَوْ شَآءَ رَبُّكَ لَـَٔامَنَ مَن فِى ٱلْأَرْضِ كُلُّهُمْ جَمِيعًا ۚ أَفَأَنتَ تُكْرِهُ ٱلنَّاسَ حَتَّىٰ يَكُونُوا۟ مُؤْمِنِينَ ﴿99﴾
And had your Lord willed, those on earth would have believed, all of them together. So, will you (O Muhammad صلى الله عليه وسلم) then compel mankind, until they become believers.
وَلَوْ walaw And if
شَآءَ shāa (had) willed
رَبُّكَ rabbuka your Lord
لَـَٔامَنَ laāmana surely, (would) have believed
مَن man who
فِى (are) in
ٱلْأَرْضِ l-arḍi the earth
كُلُّهُمْ kulluhum all of them
جَمِيعًا ۚ jamīʿan together
أَفَأَنتَ afa-anta Then, will you
تُكْرِهُ tuk'rihu compel
ٱلنَّاسَ l-nāsa the mankind
حَتَّىٰ ḥattā until
يَكُونُوا۟ yakūnū they become
مُؤْمِنِينَ mu'minīna believers

99. And had your Lord willed, all those who are on the earth would have believed, all of them together. So, will you compel people [107] to become believers?

[107] That is, it was the utmost desire of the Messenger of Allah ﷺ that all people should embrace faith, and if Allah had willed, He could have made it so. But this is against Allah’s will. Allah’s will is that those who believe should do so with insight and by using their free will and choice with complete freedom. Therefore, it is not your responsibility to compel anyone to believe, nor do you need to grieve or be distressed because of their refusal to believe.
