And We revealed to Mûsâ (Moses) and his brother (saying): "Provide dwellings for your people in Egypt, and make your dwellings as places for your worship, and perform As-Salât (Iqâmat-as-Salât ), and give glad tidings to the believers."

وَٱجْعَلُوا۟wa-ij'ʿalūand make
بُيُوتَكُمْbuyūtakumyour houses

وَأَقِيمُوا۟wa-aqīmūand establish
ٱلصَّلَوٰةَ ۗl-ṣalatathe prayer

And We revealed to Moses and his brother: "Settle your people in houses in Egypt [97], and make your houses places of worship, and establish prayer. And give good news to the believers."
[97] For the Supremacy of Religion, Organizational Discipline is Essential, and for Organizational Discipline, Both Mosques and the Establishment of Prayer are Necessary:
Even in tyrannical and secular governments, their subjects are allowed to perform rituals and acts of worship according to their respective religions, and such worship is limited to a personal matter between Allah and the servant. Such freedom does not harm the governments, and if they do not grant even this much freedom, the governments cannot function. Governments only object when these religious people begin to interfere in politics, and the task of the Prophets is to create organizational discipline among Muslims to confront such governments, and the primary center of this organization is the mosque. Even in the time of Pharaoh, the young and weak-hearted elderly people who believed in Sayyiduna Musa and Harun (peace be upon them) used to perform prayers in their homes. When these people prayed to Allah for deliverance from the disbelievers, Allah revealed to both these Prophets that if you seek Allah’s help, establish organizational discipline, select a few houses as mosques, and arrange for congregational prayer. These very mosques will be the centers of your worship, your social life, your economy, and your politics. In this way, when you become helpers and companions of one another and bind yourselves in an organizational discipline, then be certain that Allah will surely help you and will surely accept your prayers, and only in this way will you be successful.
