وَإِذَآ أُنزِلَتْ سُورَةٌ أَنْ ءَامِنُوا۟ بِٱللَّهِ وَجَـٰهِدُوا۟ مَعَ رَسُولِهِ ٱسْتَـْٔذَنَكَ أُو۟لُوا۟ ٱلطَّوْلِ مِنْهُمْ وَقَالُوا۟ ذَرْنَا نَكُن مَّعَ ٱلْقَـٰعِدِينَ ﴿86﴾
And when a Sûrah (chapter from the Qur’ân) is revealed, enjoining them to believe in Allâh and to strive hard and fight along with His Messenger, the wealthy among them ask your leave to exempt them (from Jihâd) and say, "Leave us (behind), we would be with those who sit (at home)."
وَإِذَآ wa-idhā And when
أُنزِلَتْ unzilat was revealed
سُورَةٌ sūratun a Surah
أَنْ an that
ءَامِنُوا۟ āminū believe
بِٱللَّهِ bil-lahi in Allah
وَجَـٰهِدُوا۟ wajāhidū and strive
مَعَ maʿa with
رَسُولِهِ rasūlihi His Messenger
ٱسْتَـْٔذَنَكَ is'tadhanaka ask your permission
أُو۟لُوا۟ ulū (the) men
ٱلطَّوْلِ l-ṭawli (of) wealth
مِنْهُمْ min'hum among them
وَقَالُوا۟ waqālū and said
ذَرْنَا dharnā Leave us
نَكُن nakun (to) be
مَّعَ maʿa with
ٱلْقَـٰعِدِينَ l-qāʿidīna those who sit

(Ayah87,86){ وَ اِذَاۤ اُنْزِلَتْ سُوْرَةٌ … : ’’ سُوْرَةٌ ‘‘} A part, a fragment of the verses. The meaning of {’’ الطَّوْلِ ‘‘} is {’’ اَلْفَضْلُ وَالْقُدْرَةُ وَالْغِنَي وَالسَّعَةُ ‘‘} (Qamus), that is, abundance and power and wealth. {’’ الْخَوَالِفِ ‘‘} is the plural of { ’’خَالِفَةٌ‘‘}, "the women who stay behind." The plural of { ’’فَاعِلَةٌ‘‘} is {’’فَوَاعِلُ‘‘}, just as the plural of { ’’قَاطِعَةٌ ‘‘ } is {’’قَوَاطِعُ‘‘}, and the plural of {’’ضَارِبَةٌ ‘‘ } is {’’ضَوَارِبُ‘‘}, and the plural of {’’قَافِلَةٌ‘‘} is { ’’قَوَافِلُ‘‘}. That is, when any part of the verses regarding the command of jihad is revealed, those people who have nothing and who cannot obtain the necessities for jihad, if they make excuses for not being able to go along, it is understandable. But among these hypocrites, even those with abundance and power seek permission to not go for jihad and to stay behind. Allah Almighty has explained its reasons: due to cowardice, such baseness has developed in them that they do not feel any shame in staying behind with the women; rather, they are pleased with it. And because of their evil deeds, their hearts have been sealed, due to which they do not understand the blessings of jihad nor the misfortune and harms of cowardice and abandoning jihad. Neither does the word of Allah and His Messenger affect them, nor does the advice of any admonisher.
