كَيْفَ وَإِن يَظْهَرُوا۟ عَلَيْكُمْ لَا يَرْقُبُوا۟ فِيكُمْ إِلًّا وَلَا ذِمَّةً ۚ يُرْضُونَكُم بِأَفْوَٰهِهِمْ وَتَأْبَىٰ قُلُوبُهُمْ وَأَكْثَرُهُمْ فَـٰسِقُونَ ﴿8﴾
How (can there be such a covenant with them) that when you are overpowered by them, they regard not the ties, either of kinship or of covenant with you? With (good words from) their mouths they please you, but their hearts are averse to you, and most of them are Fâsiqûn (rebellious, disobedient to Allâh).
كَيْفَ kayfa How
وَإِن wa-in while, if
يَظْهَرُوا۟ yaẓharū they gain dominance
عَلَيْكُمْ ʿalaykum over you
لَا they do not regard (the ties)
يَرْقُبُوا۟ yarqubū they do not regard (the ties)
فِيكُمْ fīkum with you
إِلًّۭا illan (of) kinship
وَلَا walā and not
ذِمَّةًۭ ۚ dhimmatan covenant of protection
يُرْضُونَكُم yur'ḍūnakum They satisfy you
بِأَفْوَٰهِهِمْ bi-afwāhihim with their mouths
وَتَأْبَىٰ watabā but refuse
قُلُوبُهُمْ qulūbuhum their hearts
وَأَكْثَرُهُمْ wa-aktharuhum and most of them
فَـٰسِقُونَ fāsiqūna (are) defiantly disobedient

(Ayah 8) {كَيْفَ وَ اِنْ يَّظْهَرُوْا عَلَيْكُمْ لَا يَرْقُبُوْا …:} Explaining the reason for "disassociation" from the polytheists, it is stated that their agreements have no value; these people speak sweet words of friendship and loyalty with their tongues, but in their hearts, if they ever get the chance, they would disregard the agreement and utterly destroy the Muslims. The meaning of {’’ اَلْاِلُّ ‘‘} includes agreement, oath, and kinship, and here, since {’’ ذِمَّةً ‘‘} (agreement) is mentioned separately ahead, kinship is meant.
