سُوْرَةُ التَّوْبَةِ
Surah At-Tawba (9) — Ayah 71
وَٱلْمُؤْمِنُونَ وَٱلْمُؤْمِنَـٰتُ بَعْضُهُمْ أَوْلِيَآءُ بَعْضٍ ۚ يَأْمُرُونَ بِٱلْمَعْرُوفِ وَيَنْهَوْنَ عَنِ ٱلْمُنكَرِ وَيُقِيمُونَ ٱلصَّلَوٰةَ وَيُؤْتُونَ ٱلزَّكَوٰةَ وَيُطِيعُونَ ٱللَّهَ وَرَسُولَهُۥٓ ۚ أُو۟لَـٰٓئِكَ سَيَرْحَمُهُمُ ٱللَّهُ ۗ إِنَّ ٱللَّهَ عَزِيزٌ حَكِيمٌ ﴿71﴾

The believers, men and women, are Auliyâ’ (helpers, supporters, friends, protectors) of one another; they enjoin (on the people) Al-Ma‘rûf (i.e. Islâmic Monotheism and all that Islâm orders one to do), and forbid (people) from Al-Munkar (i.e. polytheism and disbelief of all kinds, and all that Islâm has forbidden); they perform As-Salât (Iqâmat-as-Salât), and give the Zakât, and obey Allâh and His Messenger. Allâh will have His Mercy on them. Surely Allâh is All-Mighty, All-Wise.

And the believing men

(are) allies
بَعْضٍۢ ۚ

يَأْمُرُونَ

They enjoin
بِٱلْمَعْرُوفِ
bil-maʿrūfi
the right
وَيَنْهَوْنَ
wayanhawna
and forbid
عَنِ
ʿani
from
ٱلْمُنكَرِ
l-munkari
the wrong
وَيُقِيمُونَ
wayuqīmūna
and they establish
ٱلصَّلَوٰةَ
l-ṣalata
the prayer
وَيُؤْتُونَ
wayu'tūna
and give
ٱلزَّكَوٰةَ
l-zakata
the zakah
وَيُطِيعُونَ
wayuṭīʿūna
and they obey
ٱللَّهَ
l-laha
Allah
وَرَسُولَهُۥٓ ۚ
warasūlahu
and His Messenger
أُو۟لَـٰٓئِكَ
ulāika
Those
سَيَرْحَمُهُمُ
sayarḥamuhumu
Allah will have mercy on them
ٱللَّهُ ۗ
l-lahu
Allah will have mercy on them
إِنَّ
inna
Indeed
ٱللَّهَ
l-laha
Allah
عَزِيزٌ

Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah71) {وَ الْمُؤْمِنُوْنَ وَ الْمُؤْمِنٰتُ بَعْضُهُمْ اَوْلِيَآءُ بَعْضٍ … :} After mentioning the evil traits of hypocrite men and hypocrite women, now the praiseworthy qualities of believing men and believing women are mentioned, that they are all allies of one another, that is, friends, loving and helping each other, as the Messenger of Allah (peace be upon him) said: "None of you can be a believer until he loves for his (Muslim) brother what he loves for himself." [ بخاری، الإیمان، باب من الإیمان أن یحب لأخیہ : ۱۳، عن أنس رضی اللہ عنہ ] Nu'man bin Bashir (may Allah be pleased with both of them) narrates that the Messenger of Allah (peace be upon him) said: "The example of the believers in their mutual love, mercy, and compassion is like a single body; when one limb suffers, the whole body responds with sleeplessness and fever." [ مسلم، البر والصلۃ، باب تراحم المؤمنین… : ۲۵۸۶ ] And he said: "A believer to another believer is like a building, each part strengthening the other." [ مسلم، البر والصلۃ، باب تراحم المؤمنین… : ۲۵۸۵ ] After this, further qualities of the believers, which are completely opposite to those of the hypocrites, are mentioned, and mercy is promised to them, along with mention of His dominance over everything and perfect wisdom, that He is dominant over everything, but His dominance is not blind dominance, rather it is combined with perfect wisdom.
