لَا يَسْتَـْٔذِنُكَ ٱلَّذِينَ يُؤْمِنُونَ بِٱللَّهِ وَٱلْيَوْمِ ٱلْـَٔاخِرِ أَن يُجَـٰهِدُوا۟ بِأَمْوَٰلِهِمْ وَأَنفُسِهِمْ ۗ وَٱللَّهُ عَلِيمٌۢ بِٱلْمُتَّقِينَ ﴿44﴾
Those who believe in Allâh and the Last Day would not ask your leave to be exempted from fighting with their properties and their lives; and Allâh is the All-Knower of Al-Muttaqûn (the pious - See V.2:2).

يَسْتَـْٔذِنُكَ yastadhinuka (Would) not ask your permission
ٱلَّذِينَ alladhīna those who
يُؤْمِنُونَ yu'minūna believe
بِٱللَّهِ bil-lahi in Allah
وَٱلْيَوْمِ wal-yawmi and the Day
ٱلْـَٔاخِرِ l-ākhiri the Last
أَن an that
يُجَـٰهِدُوا۟ yujāhidū they strive
بِأَمْوَٰلِهِمْ bi-amwālihim with their wealth
وَأَنفُسِهِمْ ۗ wa-anfusihim and their lives
وَٱللَّهُ wal-lahu And Allah
عَلِيمٌۢ ʿalīmun (is) All-Knower
بِٱلْمُتَّقِينَ bil-mutaqīna of the righteous

(Ayah44) {لَا يَسْتَاْذِنُكَ الَّذِيْنَ يُؤْمِنُوْنَ بِاللّٰهِ … :} Because they themselves are eager to go out for jihad and are always waiting for the opportunity to be martyred in the way of Allah. The Messenger of Allah (peace and blessings be upon him) said: "Among the people, the best in their livelihood is the one who holds the reins of his horse in the way of Allah, flying on its back, whenever he hears a sound of fear or panic due to the arrival of the enemy, he rushes there, he seeks killing and death in those places where they can be found."
