Translation by Dr. Muhammad Muhsin Khan & Dr. Taqi-ud-Din al-Hilali
It is He Who has sent His Messenger (Muhammad صلى الله عليه وسلم) with guidance and the religion of truth (Islâm), to make it superior over all religions even though the Mushrikûn (polytheists, pagans, idolaters, disbelievers in the Oneness of Allâh) hate (it).

Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.
(Ayah33) {هُوَالَّذِيْۤاَرْسَلَرَسُوْلَهٗبِالْهُدٰىوَدِيْنِالْحَقِّ … :} From this it is understood that Allah’s religion has not come so that it may be subdued by any other religion, idolatry, atheism, Judaism, Christianity, democracy, or socialism, and survive in the world by making compromises with them. Rather, the sole and ultimate purpose of the religion of Islam is that it should subdue all other religions and systems of life and remain alive as the dominant religion and system of life over the entire world. Here in {’’ لِيُظْهِرَهٗ ‘‘}, by “manifestation” (dominance) is meant both dominance through proofs and arguments, and also in terms of governance. The first type of dominance is always and forever, and to this day no one has dared to answer the Qur’an’s challenge of producing a surah of three verses. The second type of dominance was once witnessed in the era of Prophethood and Caliphate, and the glad tidings of further dominance will certainly be fulfilled, but Allah has set the condition of being a true believer for this, as He said: «وَاَنْتُمُالْاَعْلَوْنَاِنْكُنْتُمْمُّؤْمِنِيْنَ »[ آل عمران : ۱۳۹ ] “And you will be superior if you are believers.” All praise is due to Allah, the signs of this have already begun to appear through jihad between Muslims and disbelievers in various places. Thawban (may Allah be pleased with him) narrates that the Messenger of Allah (peace and blessings be upon him) said: “Allah folded the earth for me until I saw its east and west, and the dominion of my ummah will reach as far as what was folded for me from it.” [ مسلم، الفتن، باب ھلاک ھٰذہ الأمۃ بعضھم ببعض: ۲۸۸۹] Miqdad bin Aswad (may Allah be pleased with him) said that the Messenger of Allah (peace and blessings be upon him) said: “There will not remain a house of brick nor a tent of fur on the face of the earth except that Allah will bring the word of Islam into it, honoring the honorable and humiliating the humiliated—He will honor them so they enter it, or He will humiliate them so they are subdued under it.” [ مستدرک حاکم : 430/4، ح : ۸۳۲۴ و صححہ ھو والذھبی ] This prophecy has not yet been fulfilled; it will certainly be fulfilled. (InshaAllah) Jabir bin Samurah (may Allah be pleased with him) narrates that the Messenger of Allah (peace and blessings be upon him) said: “This religion will always remain established, and a strong group of Muslims will continue to fight for it until the Hour is established.” [ مسلم، الإمارۃ، باب قولہ صلی اللہ علیہ وسلم : لا تزال طائفۃ من أمتی… : ۱۹۲۲ ]
