ذِى قُوَّةٍ عِندَ ذِى ٱلْعَرْشِ مَكِينٍ ﴿20﴾
Owner of power, (and high rank) with (Allâh), the Lord of the Throne,
ذِى dhī Possessor of
قُوَّةٍ quwwatin power
عِندَ ʿinda with
ذِى dhī (the) Owner of
ٱلْعَرْشِ l-ʿarshi the Throne
مَكِينٍۢ makīnin secure

The tanween of {ذِيْ قُوَّةٍ عِنْدَ ذِي الْعَرْشِ مَكِيْنٍ : ’’ ذِيْ قُوَّةٍ ‘‘} is for magnification, meaning "the one with great power." In Surah An-Najm, this attribute of Jibreel (peace be upon him) is also mentioned, as He said: « ذِيْ عَلَّمَهٗ شَدِيْدُ الْقُوٰى (5) ذُوْ مِرَّةٍ » [ النجم : 6،5 ] "He was taught by one mighty in power, one of great strength." The mention of Jibreel (peace be upon him)'s strength here is because, due to his strength, Satan flees from him, just as he fled upon seeing him at Badr. (See Al-Anfal: 48) The meaning is that, because of Jibreel (peace be upon him)'s strength, Satan has no involvement in his delivery of the message, and due to his trustworthiness, there is no possibility of any betrayal in this delivery of the message.
