كَلَّا لَمَّا يَقْضِ مَآ أَمَرَهُۥ ﴿23﴾
Nay, but (man) has not done what He commanded him.

(Ayah 23) {كَلَّا لَمَّا يَقْضِ مَاۤ اَمَرَهٗ : ’’ كَلَّا ‘‘} Never! Ibn Jarir (may Allah have mercy on him) said that this disbelieving human who thinks that he has fulfilled the right of Allah over his wealth and life, this is never correct. Rather, the reality is that no human has yet fulfilled even those obligations which Allah Almighty has commanded him; fulfilling the right is a matter far beyond that. {’’ لَمْ يَقْضِ ‘‘} He has not fulfilled. {’’ لَمَّا يَقْضِ ‘‘} He has not yet fulfilled. Mujahid (may Allah have mercy on him) said: {’’ لَا يَقْضِيْ أَحَدٌ مَا أُمِرَ بِهٖ ‘‘} [ بخاري، التفسیر، باب سورۃ عبس، بعد ح : ۴۹۳۶ ] "No person fulfills the task he has been commanded (there always remains some deficiency)."
