بِأَيْدِى سَفَرَةٍ ﴿15﴾
In the hands of scribes (angels).

(Ayah 16,15) ➊ {بِاَيْدِيْ سَفَرَةٍ …: ’’ سَفَرَةٍ ‘‘ ’’سَافِرٌ‘‘} is the plural of "سَافِرٌ" (sāfir), which means "the one who writes." {’’سِفْرٌ‘‘} means "book," its plural is {’’أَسْفَارٌ‘‘}, as He said: « كَمَثَلِ الْحِمَارِ يَحْمِلُ اَسْفَارًا » [ الجمعۃ : ۵ ] “(The example of the actionless Jews) is like a donkey carrying books.” In these verses, Allah Almighty has praised those who write the Noble Qur’an, whether they are angels or the scribes of revelation, the Companions or others. He said that these people are very honorable and extremely righteous in the sight of Allah. In this way, besides writing, reciting and teaching it is also proof of being the best and most virtuous. It is narrated from Uthman (may Allah be pleased with him) that the Prophet (peace and blessings be upon him) said: [ خَيْرُكُمْ مَنْ تَعَلَّمَ الْقُرْآنَ وَعَلَّمَهٗ ] [ بخاري، فضائل القرآن، باب خیرکم من تعلّم… : ۵۰۲۷ ] “The best among you is the one who learns the Qur’an and teaches it.”
{’’ سَفَرَةٍ ‘‘ ’’سِفَارَةٌ‘‘} can also be derived from (safarat - embassy), so by this is meant the angels, because they act as ambassadors between Allah Almighty and His messengers, bringing them divine revelation.
