And fear the Fitnah (affliction and trial) which affects not in particular (only) those of you who do wrong (but it may afflict all the good and the bad people), and know that Allâh is Severe in punishment.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah 25) ➊ In {وَاتَّقُوْافِتْنَةًلَّاتُصِيْبَنَّالَّذِيْنَظَلَمُوْا … : ’’ فِتْنَةً ‘‘}, the tanween is for emphasis, therefore it has been translated as "a great trial." It is established from numerous authentic ahadith that when a community fails to fulfill the duty of enjoining good and forbidding evil, Allah sends a widespread punishment upon them. (Ibn Kathir) The Messenger of Allah, peace and blessings be upon him, said: "By the One in Whose hand is my soul! You will surely enjoin good and forbid evil, or else Allah will send His punishment upon you, then you will supplicate to Him but He will not accept your supplication." [ أحمد : 388/5، ۳۸۹، ح : ۲۳۳۰۱، عن حذیفۃ بن یمان رضی اللہ عنہ وحسنہ شعیب أرنؤوط ] The story of the people of the Sabbath, those who caught fish on Saturday, is an example of this. ➋ { وَاعْلَمُوْۤااَنَّاللّٰهَشَدِيْدُالْعِقَابِ:} The meaning is that by being lazy in carrying out the command, firstly the heart turns away and falls into difficulty again and again; secondly, when righteous people become negligent in their actions, the sinners will abandon good deeds altogether, thus the evil custom will spread, and its consequences will befall everyone.
