Verily! The worst of (moving) living creatures with Allâh are the deaf and the dumb, who understand not (i.e. the disbelievers).

{اِنَّشَرَّالدَّوَآبِّ …: ’’ الدَّوَآبِّ ‘‘ ’’دَابَّةٌ‘‘} is the plural of {’’ دَبَّيَدِبُّ (ض)‘‘}, which means to walk on the earth. Man is counted among {’’ الدَّوَآبِّ ‘‘} because, in the lexicons, every living being is called dabbah. In Misbah, it is stated that {’’دَابَّةٌ‘‘} is every living being on earth, whether it has understanding or not, that is, disbelievers and hypocrites who neither listen to good things with their ears, nor speak good things with their tongues, nor use the intellect given by Allah—they are, in the sight of Allah, worse than all animals, because animals live according to their natural instincts, and these people were created for worship, yet they do not fulfill this purpose. Here, first deafness is mentioned, then muteness, because after hearing the truth, it is supported and conveyed by the tongue; then lack of intellect is mentioned, because some deaf and mute people understand and accept the truth with their intellect, but these people lack all three things.
