Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah 7) {يُوْفُوْنَبِالنَّذْرِ … : ’’اَلنَّذْرُ‘‘} To obligate upon oneself something that is not obligatory. {’’ مُسْتَطِيْرًا ‘‘ ’’طَارَيَطِيْرُ‘‘} To fly, and in the form of {’’اِسْتَطَارَيَسْتَطِيْرُ‘‘} in the bab istif‘al, due to the increase in letters, the meaning is also intensified, i.e., one who flies a lot, meaning one who spreads a lot, just as when fire or the light of morning spreads abundantly, it is said: {’’اِسْتَطَارَالْحَرِيْقُ‘‘} or {’’اِسْتَطَارَالْفَجْرُ‘‘} that the fire has spread greatly, or the light of morning has spread abundantly.
In this verse and the next three verses, a few qualities of those special servants of Allah are mentioned. One quality is that they fulfill their vows, meaning that when they obligate upon themselves something that is not obligatory for the pleasure of Allah, they fulfill it; then how diligently must they act upon those deeds that are already obligatory from Allah. The reason for these people fulfilling their vows is that they fear the Day of Judgment, whose calamity will be widespread everywhere. This refutes those Sufis who say that worship should not be done out of desire for Paradise or fear of Hell.
