يُدْخِلُ مَن يَشَآءُ فِى رَحْمَتِهِۦ ۚ وَٱلظَّـٰلِمِينَ أَعَدَّ لَهُمْ عَذَابًا أَلِيمًۢا ﴿31﴾
He will admit to His Mercy whom He wills and as for the Zâlimûn - (polytheists, wrong-doers) He has prepared a painful torment.
يُدْخِلُ yud'khilu He admits
مَن man whom
يَشَآءُ yashāu He wills
فِى into
رَحْمَتِهِۦ ۚ raḥmatihi His mercy
وَٱلظَّـٰلِمِينَ wal-ẓālimīna but (for) the wrongdoers
أَعَدَّ aʿadda He has prepared
لَهُمْ lahum for them
عَذَابًا ʿadhāban a punishment
أَلِيمًۢا alīman painful

(Ayah 31) ➊ {يُدْخِلُ مَنْ يَّشَآءُ فِيْ رَحْمَتِهٖ:} "He admits whom He wills into His mercy." This is the answer to the question: Why did Allah not guide all people? It is said that Allah is the owner of guidance and mercy; the owner gives his possession to whomever he wills and withholds it from whomever he wills, and no one can question Him, as He said: « لَا يُسْـَٔلُ عَمَّا يَفْعَلُ وَ هُمْ يُسْـَٔلُوْنَ » [ الأنبیاء : ۲۳ ] "He is not questioned about what He does, but they will be questioned."

{وَ الظّٰلِمِيْنَ اَعَدَّ لَهُمْ عَذَابًا اَلِيْمًا:} That is, He has prepared a painful punishment for the wrongdoers. Here, {’’ الظّٰلِمِيْنَ ‘‘} refers to the polytheists, because they are the greatest wrongdoers, as He said: « اِنَّ الشِّرْكَ لَظُلْمٌ عَظِيْمٌ » [لقمان: ۱۳] "Indeed, polytheism (shirk) is surely a great injustice." It is understood that Allah deprives only the wrongdoers from His mercy, as He said: «يُضِلُّ بِهٖ كَثِيْرًا وَّ يَهْدِيْ بِهٖ كَثِيْرًا وَ مَا يُضِلُّ بِهٖۤ اِلَّا الْفٰسِقِيْنَ (26) الَّذِيْنَ يَنْقُضُوْنَ عَهْدَ اللّٰهِ مِنْۢ بَعْدِ مِيْثَاقِهٖ وَ يَقْطَعُوْنَ مَاۤ اَمَرَ اللّٰهُ بِهٖۤ اَنْ يُّوْصَلَ وَ يُفْسِدُوْنَ فِي الْاَرْضِ اُولٰٓىِٕكَ هُمُ الْخٰسِرُوْنَ » [ البقرۃ : 27،26 ] "He misguides many thereby and guides many thereby, but He does not misguide thereby except the defiantly disobedient. Those who break the covenant of Allah after contracting it and sever that which Allah has ordered to be joined and cause corruption on earth—it is those who are the losers." May Allah, by His grace and mercy, admit us also into His mercy and protect us from the painful punishment. (Ameen)
