إِنَّا نَحْنُ نَزَّلْنَا عَلَيْكَ ٱلْقُرْءَانَ تَنزِيلًا ﴿23﴾
Verily, it is We Who have sent down the Qur’ân to you (O Muhammad صلى الله عليه وسلم) by stages.

(Ayah 23){ اِنَّا نَحْنُ نَزَّلْنَا عَلَيْكَ الْقُرْاٰنَ تَنْزِيْلًا:} After mentioning the fate of the disbelievers and the righteous from the beginning of the surah up to this point, the Messenger of Allah (peace be upon him) is being comforted in response to the objections of the disbelievers, and is being commanded to have patience, steadfastness, remembrance, glorification, and prostration. The disbelievers used to say to the Messenger of Allah (peace be upon him) in order to deny him that he recites the Qur'an from himself, otherwise why was it not revealed all at once? In various places in the Qur'an, the answer to this is mentioned (for example, see Al-Furqan: 32), but here it is stated in a very emphatic tone that indeed We alone have revealed this Qur'an to you in portions, meaning that no one besides Us can produce such speech, otherwise all of you together should try to produce even a single surah, and We alone know that wisdom demands it be sent down gradually, so do not pay attention to their objections.
