If they (non-Muslims) had believed in Allâh, and went on the Right Way (i.e. Islâm) We would surely have bestowed on them water (rain) in abundance.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 16){ وَ اَنْ لَّوِ اسْتَقَامُوْا عَلَى الطَّرِيْقَةِ … :} Its conjunction is with {’’ اَنَّهُ اسْتَمَعَ نَفَرٌ مِّنَ الْجِنِّ …‘‘}, and the original of {’’ وَ اَنْ لَّوِ اسْتَقَامُوْا ‘‘} is {’’وَ أَنَّهُمْ لَوِاسْتَقَامُوْا‘‘}, meaning: Say, it has been revealed to me that a group of jinn listened to the Qur’an… and it has been revealed to me that if these people (i.e., the Quraysh of Makkah or all the children of Adam and the jinn) had remained steadfast on the right path, We would have given them abundant water to drink. The meaning of {’’ غَدَقًا ‘‘} is “abundant.” By abundant water is meant abundant provision, because all the blessings obtained from the earth are obtained through rain. This is the same thing that Allah Almighty has stated elsewhere: « وَ لَوْ اَنَّ اَهْلَ الْقُرٰۤى اٰمَنُوْا وَ اتَّقَوْا لَفَتَحْنَا عَلَيْهِمْ بَرَكٰتٍ مِّنَ السَّمَآءِ وَ الْاَرْضِ» [ الأعراف : ۹۶ ] “And if the people of the towns had believed and feared Allah, We would certainly have opened up to them blessings from the heavens and the earth.” The same point is mentioned in Surah Nuh (10–12) and Surah Ma’idah (66) as well.
