عُتُلٍّۭ بَعْدَ ذَٰلِكَ زَنِيمٍ ﴿13﴾
Cruel, and moreover base-born (of illegitimate birth).

(Ayah 13){ عُتُلٍّ بَعْدَ ذٰلِكَ زَنِيْمٍ : ’’ عُتُلٍّ‘‘ ’’عَتَلَ يَعْتُلُ‘‘} (N, D) To drag with force, as He said: « خُذُوْهُ فَاعْتِلُوْهُ اِلٰى سَوَآءِ الْجَحِيْمِ» [ الدخان : ۴۸ ] "Seize him, then drag him forcefully into the midst of the blazing Fire." {’’ عُتُلٍّ ‘‘} One with a bulky body, a thick mind, and a harsh temperament. {’’ زَنِيْمٍ ‘‘} has two meanings: one is someone who is not from a people but claims to be from them, and the second meaning is a vile person, one who is notorious for baseness and wickedness. The word "notorious" conveys both meanings.
