It is He Who has created you from a single person (Adam), and has given you a place of residing (on the earth or in your mother’s wombs) and a place of storage [in the earth (in your graves) or in your father’s loins]. Indeed, We have explained in detail Our revelations (this Qur’ân) for people who understand.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 98) ➊ {وَ هُوَ الَّذِيْۤ اَنْشَاَكُمْ مِّنْ نَّفْسٍ وَّاحِدَةٍ … :} That is, He created you from a single soul, Adam (peace be upon him), then made for him a place of settlement and a place of entrustment. The place of settlement is the mother's womb and the place of entrustment is the father's loins. From a group of commentators, the opposite is also narrated, that is, {’’ فَمُسْتَقَرٌّ ‘‘} is the father's loins and {’’مُسْتَوْدَعٌ ‘‘} is the mother's womb. Some have taken these to mean the world and the Hereafter or the grave. Shah Abdul Qadir (may Allah have mercy on him) writes that first, one is entrusted to the mother's womb so that gradually he may acquire the ability to live in the world, then after coming into the world, he settles there, then he will be entrusted to the grave so that gradually he may accept the effect of the Hereafter, then he will finally settle in Paradise or Hell. (Mawdih)

{لِقَوْمٍ يَّفْقَهُوْنَ:} First, universal (afaqi) proofs are mentioned, which are from the world outside of man himself; in the second verse, there is an indication towards internal (infusi) proofs, which are present within man himself. Understanding internal proofs compared to the universal proofs requires a bit more contemplation, that is why here the word "understanding" is used, and regarding the former, "knowledge." (And Allah knows best)
