And this (the Qur’ân) is a blessed Book which We have sent down, confirming (the revelations) which came before it, so that you may warn the Mother of Towns (i.e. Makkah) and all those around it. Those who believe in the Hereafter believe in it (the Qur’ân), and they are constant in guarding their Salât (prayers).

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

Verse 92: (1) {وَ لِتُنْذِرَ اُمَّ الْقُرٰى وَ مَنْ حَوْلَهَا:} In this verse, Makkah is called "Umm al-Qura," which means the root of all towns or their center, and {’’ وَ مَنْ حَوْلَهَا ‘‘} refers to the tribes of Arabia and the descendants of Adam (peace be upon him), whether they are Arabs or non-Arabs. The Messenger of Allah (peace and blessings be upon him) said: [ بُعِثْتُ إِلَي النَّاسِ كَافَّةً ] [بخاری، الصلاۃ، باب قول النبی صلی اللہ علیہ وسلم : [جعلت لي الأرض… ]: 438] "I have been sent to all people." Also see Surah Al-An'am (9), Surah Al-A'raf (158), and Surah Saba (28).
{وَ الَّذِيْنَ يُؤْمِنُوْنَ بِالْاٰخِرَةِ: } Because the Noble Qur'an shows the way to the Hereafter.
{ وَ هُمْ عَلٰى صَلَاتِهِمْ يُحَافِظُوْنَ:} Because prayer is the root of all acts of worship and the key to success in the Hereafter. This blessed verse proves that the faith of that person in the Hereafter is sound and correct who believes in the Noble Qur'an and takes care of and guards the prayer. The one who does not believe in the Qur'an or does not guard the prayer, his claim of having faith in the Hereafter is baseless.
