Surah Al-An'aam (6) — Ayah 39

وَٱلَّذِينَ كَذَّبُوا۟ بِـَٔايَـٰتِنَا صُمٌّ وَبُكْمٌ فِى ٱلظُّلُمَـٰتِ ۗ مَن يَشَإِ ٱللَّهُ يُضْلِلْهُ وَمَن يَشَأْ يَجْعَلْهُ عَلَىٰ صِرَٰطٍ مُّسْتَقِيمٍ ﴿39﴾
Those who reject Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.) are deaf and dumb in the darkness. Allâh sends astray whom He wills and He guides on the Straight Path whom He wills.
وَٱلَّذِينَ wa-alladhīna And those who
كَذَّبُوا۟ kadhabū rejected
بِـَٔايَـٰتِنَا biāyātinā Our Verses
صُمٌّۭ ṣummun (are) deaf
وَبُكْمٌۭ wabuk'mun and dumb
فِى in
ٱلظُّلُمَـٰتِ ۗ l-ẓulumāti the darkness[es]
مَن man Whoever
يَشَإِ yasha-i wills
ٱللَّهُ l-lahu Allah
يُضْلِلْهُ yuḍ'lil'hu He lets him go astray
وَمَن waman and whoever
يَشَأْ yasha He wills
يَجْعَلْهُ yajʿalhu He places him
عَلَىٰ ʿalā on
صِرَٰطٍۢ ṣirāṭin (the) way
مُّسْتَقِيمٍۢ mus'taqīmin (the) straight

(Ayah 39) ➊ {وَ الَّذِيْنَ كَذَّبُوْا بِاٰيٰتِنَا …:} That is, those who deny Our signs neither listen to the truth nor do truthful words come from their tongues, therefore they are deaf and dumb and are trapped in the darkness of disbelief, polytheism, and wrongful desires of the self. The same point is mentioned in Surah Al-Baqarah (17, 18) and Surah An-Nur (40).
{مَنْ يَّشَاِ اللّٰهُ يُضْلِلْهُ … :} But He only leads astray those who do not use their abilities properly. See Surah Al-Baqarah (26, 27) and Surah Al-A'raf (176), and He guides only those who, using their abilities properly, turn towards Him. See Surah Ash-Shura (13).
