Surah Al-An'aam (6) — Ayah 18

وَهُوَ ٱلْقَاهِرُ فَوْقَ عِبَادِهِۦ ۚ وَهُوَ ٱلْحَكِيمُ ٱلْخَبِيرُ ﴿18﴾
And He is the Irresistible, (Supreme) above His slaves, and He is the All-Wise, Well-Acquainted with all things.

ٱلْقَاهِرُ l-qāhiru (is) the Subjugator
فَوْقَ fawqa over
عِبَادِهِۦ ۚ ʿibādihi His slaves

(Ayah 18) {وَ هُوَ الْقَاهِرُ فَوْقَ عِبَادِهٖ …: } This is also evidence that no one besides Him should be taken as a guardian. (Razi) The meaning is that all people, no matter how great a tyrant they may be, are powerless before Him, all necks are bowed before Him, He is dominant over everyone, and the entire universe is obedient to Him. Of Allah’s two attributes—perfect power and knowledge—the first sentence «وَ هُوَ الْقَاهِرُ فَوْقَ عِبَادِهٖ» points to perfect power, and the second sentence «وَ هُوَ الْحَكِيْمُ الْخَبِيْرُ» establishes perfect knowledge, meaning He is perfectly wise in His commands and fully aware of His servants’ affairs. (Razi) Therefore, despite His dominance and authority, He fully observes the requirements of wisdom and awareness in dealing with His creation.
