Surah Al-An'aam (6) — Ayah 154

ثُمَّ ءَاتَيْنَا مُوسَى ٱلْكِتَـٰبَ تَمَامًا عَلَى ٱلَّذِىٓ أَحْسَنَ وَتَفْصِيلًا لِّكُلِّ شَىْءٍ وَهُدًى وَرَحْمَةً لَّعَلَّهُم بِلِقَآءِ رَبِّهِمْ يُؤْمِنُونَ ﴿154﴾
Then, We gave Mûsâ (Moses) the Book [the Taurât (Torah)] to complete (Our Favour) upon those who would do right, and explaining all things in detail and a guidance and a mercy that they might believe in the meeting with their Lord.
ثُمَّ thumma Moreover
ءَاتَيْنَا ātaynā We gave
مُوسَى mūsā Musa
ٱلْكِتَـٰبَ l-kitāba the Book
تَمَامًا tamāman completing (Our Favor)
عَلَى ʿalā on
ٱلَّذِىٓ alladhī the one who
أَحْسَنَ aḥsana did good
وَتَفْصِيلًۭا watafṣīlan and an explanation
لِّكُلِّ likulli of every
شَىْءٍۢ shayin thing
وَهُدًۭى wahudan and a guidance
وَرَحْمَةًۭ waraḥmatan and mercy
لَّعَلَّهُم laʿallahum so that they may
بِلِقَآءِ biliqāi in (the) meeting
رَبِّهِمْ rabbihim (with) their Lord
يُؤْمِنُونَ yu'minūna believe

(Ayah 154) ➊ { ثُمَّ اٰتَيْنَا مُوْسَى الْكِتٰبَ:} "Then We gave Moses the Book"—here, the word "then" is not for chronological order, meaning that Moses (peace be upon him) received the Book later, but rather it is due to the order of mention; this is called "order of mention," for example, see Surah Al-Balad, Ayah (17). In several places, Allah Almighty has mentioned the Qur'an and the Torah together. (Ibn Kathir)
{تَمَامًا عَلَى الَّذِيْۤ اَحْسَنَ …… : ’’ تَمَامًا ‘‘} Here, {’’ اِتْمَامًا ‘‘} (to complete) means to perfect the favor upon every person who does good, and that We revealed the Torah as a detailed explanation of everything, guidance, and mercy, and its purpose was that they, that is, the Children of Israel, would believe in the meeting with their Lord.
