Surah Al-An'aam (6) — Ayah 131

ذَٰلِكَ أَن لَّمْ يَكُن رَّبُّكَ مُهْلِكَ ٱلْقُرَىٰ بِظُلْمٍ وَأَهْلُهَا غَـٰفِلُونَ ﴿131﴾
This is because your Lord would not destroy the (populations of) towns for their wrong-doing (i.e. associating others in worship along with Allâh) while their people were unaware (so the Messengers were sent).
ذَٰلِكَ dhālika That (is because)
أَن an [that]
لَّمْ lam not
يَكُن yakun is
رَّبُّكَ rabbuka your Lord
مُهْلِكَ muh'lika one who destroys
ٱلْقُرَىٰ l-qurā the cities
بِظُلْمٍۢ biẓul'min for (their) wrongdoing
وَأَهْلُهَا wa-ahluhā while their people
غَـٰفِلُونَ ghāfilūna (are) unaware

(Ayah 131){ ذٰلِكَ اَنْ لَّمْ يَكُنْ رَّبُّكَ:} That is, no prophet or his deputy had reached them and informed them of the reality of the matter. See Surah Bani Isra'il (15).
