سُوْرَةُ الْاَنْعَامِ
Surah Al-An'aam (6) — Ayah 13
۞ وَلَهُۥ مَا سَكَنَ فِى ٱلَّيْلِ وَٱلنَّهَارِ ۚ وَهُوَ ٱلسَّمِيعُ ٱلْعَلِيمُ ﴿13﴾

And to Him belongs whatsoever exists in the night and the day, and He is the All-Hearing, the All-Knowing."

(Ayah 13) {وَ لَهٗ مَا سَكَنَ فِي الَّيْلِ وَ النَّهَارِ …:} In the previous verse: «قُلْ لِّمَنْ مَّا فِي السَّمٰوٰتِ وَ الْاَرْضِ », Allah’s sovereignty over every place was mentioned; in this verse, His sovereignty over every time and era is described. Because apart from the heavens and the earth, there is no other place, and apart from night and day, there is no other time; thus, at every place and at every time, His rule and authority prevail. After establishing that Allah is the Owner of all places and all times and eras, it is said: «وَ هُوَ السَّمِيْعُ الْعَلِيْمُ» meaning He hears the supplication and call of everything. {’’الْعَلِيْمُ ‘‘} He is aware of the actions and needs of everything, so what is the need to call upon anyone else? Note that here in {’’ مَا سَكَنَ ‘‘}, “rest” means hulool, i.e., residing, and not “rest” as the opposite of movement. Therefore, “is staying” also means whoever is residing in the night and day.
