And why should you not eat of that (meat) on which Allâh’s Name has been pronounced (at the time of slaughtering the animal), while He has explained to you in detail what is forbidden to you, except under compulsion of necessity? And surely many do lead (mankind) astray by their own desires through lack of knowledge. Certainly your Lord knows best the transgressors.
وَمَا wamā And what

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 119) ➊ {وَ قَدْ فَصَّلَ لَكُمْ مَّا حَرَّمَ عَلَيْكُمْ:} That is, when Allah has clearly explained to you the forbidden things, the details of which are coming ahead in this Surah, and are also in Surah Al-Baqarah and Surah Al-Ma'idah, and some are mentioned in the hadiths, then apart from these, all animals are lawful, and an animal slaughtered or hunted in the name of Allah is not included among these forbidden things. So what is the reason that you do not eat it, and instead eat an animal slaughtered or hunted without Allah's name or in the name of other than Allah?
That is, in a state of necessity and compulsion, eating the forbidden is permissible. See Surah Al-Baqarah (173), Surah Al-Ma'idah (3), and verse (145) of this Surah.
It refers to those people who declare the forbidden as lawful and the lawful as forbidden. The purpose is to warn against this. (Razi)
