Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 3) ➊ {وَ لَوْ لَاۤ اَنْ كَتَبَ اللّٰهُ عَلَيْهِمُ الْجَلَآءَ … : ’’جَلَا يَجْلُوْ جَلاَءً‘‘ (ن) ’’اَلرَّجُلَ‘‘} Expelling a man from his city. That is, Allah Almighty’s prior decision regarding them was to suffice with exiling them, so that it would serve as a lesson for them and they might reform themselves. If He had not previously decreed this, He would have punished them in this world: their men would have been killed and their women and children would have been made slaves, just as later the Banu Qurayza were punished for not taking heed. (See Bukhari: 4032) Here arises a question: is exile not also a punishment? The answer is that by punishment is meant a physical penalty, whose sensation is clear and severe.
{ وَ لَهُمْ فِي الْاٰخِرَةِ عَذَابُ النَّارِ :} That is, if they were saved from the worldly punishment of killing, captivity, and slavery, they should not be complacent; if they persist in disbelief in this way, then a punishment of fire is prepared for them in the Hereafter.
