Have you not seen that Allâh knows whatsoever is in the heavens and whatsoever is on the earth? There is no Najwâ (secret counsel) of three but He is their fourth (with His Knowledge, while He Himself is over the Throne, over the seventh heaven), nor of five but He is their sixth (with His Knowledge), nor of less than that or more but He is with them (with His Knowledge) wheresoever they may be. And afterwards on the Day of Resurrection He will inform them of what they did. Verily, Allâh is the All-Knower of everything.

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah 7) ➊ { اَلَمْتَرَ:} For this, see the first verse of Surah Al-Fil and the commentary of Surah An-Nur, verse (41). ➋ { اَنَّاللّٰهَيَعْلَمُمَافِيالسَّمٰوٰتِوَمَافِيالْاَرْضِ:} That is, Allah Almighty not only knows their deeds but also every small and large thing in the heavens and the earth. ➌ From here until verse (19), the conduct of the hypocrites is continuously criticized. ➍ {مَايَكُوْنُمِنْنَّجْوٰىثَلٰثَةٍاِلَّاهُوَرَابِعُهُمْ …: ’’ نَجَايَنْجُوْنَجْوًاوَنَجْوٰيوَنَاجٰيمُنَاجَاةًوَنِجَاءً،الرَّجُلَ ‘‘} To speak secretly to someone, hiding one's inner thoughts from others. {’’ نَجْوٰى ‘‘} This is a verbal noun, meaning whispering. Most often, it is used for whisperings and conspiracies related to evil deeds, such as theft, robbery, murder, or secretly consulting to harm someone. Its use in good deeds is rare, because generally there is no need to hide them. That is, whether it is a gathering of a few or many people, any whispering or the most secret consultation, nothing is hidden from Allah Almighty, and Allah is with them. In fact, whenever three people are consulting secretly, the fourth is Allah Almighty; and whenever five people are consulting secretly, the sixth is Allah Almighty; and whether they are fewer or more, wherever they are, Allah is with them, and Allah Almighty is fully aware of everything.
