His is the kingdom of the heavens and the earth. And to Allâh return all the matters (for decision).

لَّهُۥlahuFor Him
مُلْكُmul'ku(is the) dominion
ٱلسَّمَـٰوَٰتِl-samāwāti(of) the heavens
وَٱلْأَرْضِ ۚwal-arḍiand the earth
وَإِلَىwa-ilāand to
ٱللَّهِl-lahiAllah
تُرْجَعُtur'jaʿuwill be returned
ٱلْأُمُورُl-umūruthe matters

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah 5) ➊ { لَهٗمُلْكُالسَّمٰوٰتِوَالْاَرْضِ:} This phrase appeared in verse (2); it has been brought again for emphasis. ➋ { وَاِلَىاللّٰهِتُرْجَعُالْاُمُوْرُ: ’’ اِلَىاللّٰهِ ‘‘} Bringing it first means that all matters are returned only to Allah, not to anyone else; therefore, He alone will decide all deeds and give their reward or punishment.
