It is the verbal noun of the Bab Taf'il from {لَايَسْمَعُوْنَفِيْهَالَغْوًاوَّلَاتَاْثِيْمًا …:’’ تَاْثِيْمًا ‘‘ ’’إِثْمٌ‘‘}, with the meaning of the active participle (ism fā'il), "that which causes sin," i.e., a sinful statement. Both {’’قِيْلٌ‘‘} and {’’قَوْلٌ‘‘} are verbal nouns of {’’قَالَيَقُوْلُ‘‘}. It is a substitute for {’’ سَلٰمًاسَلٰمًا ‘‘ ’’ قِيْلًا ‘‘} or its statement.
