Surah An-Najm (53) — Ayah 31

وَلِلَّهِ مَا فِى ٱلسَّمَـٰوَٰتِ وَمَا فِى ٱلْأَرْضِ لِيَجْزِىَ ٱلَّذِينَ أَسَـٰٓـُٔوا۟ بِمَا عَمِلُوا۟ وَيَجْزِىَ ٱلَّذِينَ أَحْسَنُوا۟ بِٱلْحُسْنَى ﴿31﴾
And to Allâh belongs all that is in the heavens and all that is in the earth, that He may requite those who do evil with that which they have done (i.e. punish them in Hell), and reward those who do good, with what is best (i.e. Paradise).
وَلِلَّهِ walillahi And for Allah
مَا (is) whatever
فِى (is) in
ٱلسَّمَـٰوَٰتِ l-samāwāti the heavens
وَمَا wamā and whatever
فِى (is) in
ٱلْأَرْضِ l-arḍi the earth
لِيَجْزِىَ liyajziya that He may recompense
ٱلَّذِينَ alladhīna those who
أَسَـٰٓـُٔوا۟ asāū do evil
بِمَا bimā with what
عَمِلُوا۟ ʿamilū they have done
وَيَجْزِىَ wayajziya and recompense
ٱلَّذِينَ alladhīna those who
أَحْسَنُوا۟ aḥsanū do good
بِٱلْحُسْنَى bil-ḥus'nā with the best

(Ayah 31) ➊ By bringing the word {’’ لِلّٰهِ ‘‘} first, exclusivity is created. In this sentence, there is mention of Allah Almighty’s power and the perfection of His authority, that He alone is the owner of everything in the entire universe.
{ لِيَجْزِيَ الَّذِيْنَ اَسَآءُوْا بِمَا عَمِلُوْا …:} So when He is perfect in both knowledge and power, the result is that He will recompense the evildoers for their deeds and reward the doers of good with goodness; none of them is hidden from His knowledge nor outside His power. In this, there is a warning for those who do evil and a promise for those who do good.
