Surah At-Tur (52) — Ayah 33
أَمْ يَقُولُونَ تَقَوَّلَهُۥ ۚ بَل لَّا يُؤْمِنُونَ ﴿33﴾

(Ayah 33) {اَمْ يَقُوْلُوْنَ تَقَوَّلَهٗ بَلْ لَّا يُؤْمِنُوْنَ: ’’تَقَوَّلَ يَتَقَوَّلُ تَقَوُّلًا‘‘} (tafa‘‘ul) means to fabricate and make up something with affectation. {’’فُلَانٌ تَقَوَّلَ عَلٰي فُلَانٍ‘‘} "So-and-so has fabricated a lie against so-and-so." That is, they say about the Quran that the Prophet has made up these words himself and attributed them to Allah. Allah Almighty did not say in response that no, this is not made up by the Prophet but is the word of Allah, because their own hearts know that this cannot be the Prophet’s own speech. Those who are people of the language understand upon hearing it that this cannot be human speech. Then, a person who knows the Messenger of Allah (peace be upon him) cannot even imagine that someone who, for forty years before prophethood, never attributed a lie to any human being, could attribute a lie to Allah. Therefore, it is said: « بَلْ لَّا يُؤْمِنُوْنَ» That is, the reason for their opposition is not that you (peace be upon him) have fabricated this Quran yourself, but the real matter is that these people simply do not want to accept; they have already decided that under no circumstances will they believe.
