He it is Who has sent His Messenger (Muhammad صلى الله عليه وسلم) with guidance and the religion of truth (Islâm), that He may make it (Islâm) superior to all religions. And All-Sufficient is Allâh as a Witness.

Tafsir al-Quran al-Karim — Hafiz Abdus Salam Bin Muhammad Bhutvi
Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). (Ayah 28) {هُوَالَّذِيْۤاَرْسَلَرَسُوْلَهٗبِالْهُدٰى … :} The previous verse: « لَقَدْصَدَقَاللّٰهُرَسُوْلَهُالرُّءْيَابِالْحَقِّ» and this verse: « هُوَالَّذِيْۤاَرْسَلَرَسُوْلَهٗبِالْهُدٰىوَدِيْنِالْحَقِّ»—in both verses, the word {’’ رَسُوْلَهٗ ‘‘} makes it clear that not only did Allah show His Messenger (peace be upon him) the dream of entering Masjid al-Haram in safety and security as true, but He sent His Messenger with guidance and the true religion precisely so that He may make this religion prevail not only over Makkah but over the entire earth, and not only over the religions of the Arabian Peninsula—Judaism, Christianity, and idolatry—but over all the religions of the world. And certainly, you will enter Masjid al-Haram in safety and security; Makkah and the Arabian Peninsula will be conquered, then this religion of Allah will dominate the east and west of the earth. In Tafsir Qasimi, Ibn Taymiyyah said: “Indeed, Allah has made this religion prevail over every other religion through knowledge, proof, and explanation, just as He made it prevail through strength, support, and assistance, and the entire earth has been filled with this religion and with His (peace be upon him) ummah from east to west. The dominion of the people of Islam is everlasting; no one can end it the way the dominion of the Jews ended, and after them, how many nations’ rule was wiped out from the best regions of the earth.” This verse has already appeared earlier in Surah At-Tawbah (33); see its explanation there. It will appear for the third time in Surah As-Saff (9).
