As a Command (or this Qur’ân or the Decree of every matter) from Us. Verily, We are ever sending (the Messengers),

(Ayah 5) ➊ { اَمْرًامِّنْعِنْدِنَا:} That is, all these decisions are made by Our command. The purpose is to draw attention to the importance and greatness of these decisions, that they are not made by any ordinary being, but are issued by the Owner of the universe. ➋ { اِنَّاكُنَّامُرْسِلِيْنَ:} That is, at the time of revealing this Book, We were indeed sending a Messenger.
