وَلَقَدْ أَرْسَلْنَا مُوسَىٰ بِـَٔايَـٰتِنَا وَسُلْطَـٰنٍ مُّبِينٍ ﴿23﴾
And indeed We sent Mûsâ (Moses) with Our Ayât (proofs, evidence, verses, lessons, signs, revelations, etc.), and a manifest authority,
وَلَقَدْ walaqad And certainly
أَرْسَلْنَا arsalnā We sent
مُوسَىٰ mūsā Musa
بِـَٔايَـٰتِنَا biāyātinā with Our Signs
وَسُلْطَـٰنٍۢ wasul'ṭānin and an authority
مُّبِينٍ mubīnin clear

(Ayah 23) ➊ { وَ لَقَدْ اَرْسَلْنَا مُوْسٰى …:} In the previous verses, in mentioning the fate of the nations who denied the earlier prophets, there is both a lesson and a warning for the present deniers, as well as comfort and glad tidings for the Messenger of Allah (peace be upon him) and the believers. Now, for further consolation of the Messenger of Allah (peace be upon him) and the people of faith, the incident of Musa (peace be upon him) and Pharaoh is mentioned, in which Pharaoh’s threats and intimidation towards Musa (peace be upon him) and the believers are especially highlighted. In contrast, the courage, steadfastness, and patience of Musa (peace be upon him) and the believers in the face of hardships are detailed, along with the mention of the dreadful end of Pharaoh and his companions. The purpose is to encourage the Messenger of Allah (peace be upon him) that he should not be worried about the denial of these disbelievers; ultimately, just as Musa (peace be upon him) was successful, so will you be, My help is with you.

{ بِاٰيٰتِنَا: ’’آيَاتٌ‘‘} refers to the nine (9) miracles of Musa (peace be upon him). For details, see Surah Bani Isra’il (101).

{وَ سُلْطٰنٍ مُّبِيْنٍ:’’ سُلْطٰنٍ ‘‘} refers to that awe and fear granted by Allah Almighty, because of which Pharaoh, despite his armies and all his power, could not lay a hand on Musa (peace be upon him), as He said: «وَ نَجْعَلُ لَكُمَا سُلْطٰنًا فَلَا يَصِلُوْنَ اِلَيْكُمَا» [ القصص : ۳۵ ] “And We shall give you both dominance, so they will not reach you.”
