وَمَا لَكُمْ لَا تُقَـٰتِلُونَ فِى سَبِيلِ ٱللَّهِ وَٱلْمُسْتَضْعَفِينَ مِنَ ٱلرِّجَالِ وَٱلنِّسَآءِ وَٱلْوِلْدَٰنِ ٱلَّذِينَ يَقُولُونَ رَبَّنَآ أَخْرِجْنَا مِنْ هَـٰذِهِ ٱلْقَرْيَةِ ٱلظَّالِمِ أَهْلُهَا وَٱجْعَل لَّنَا مِن لَّدُنكَ وَلِيًّا وَٱجْعَل لَّنَا مِن لَّدُنكَ نَصِيرًا ﴿75﴾
And what is wrong with you that you fight not in the Cause of Allâh, and for those weak, ill-treated and oppressed among men, women, and children, whose cry is: "Our Lord! Rescue us from this town whose people are oppressors; and raise for us from You one who will protect, and raise for us from You one who will help."
وَمَا wamā And what

لَا (that) not
تُقَـٰتِلُونَ tuqātilūna you fight
فِى in
سَبِيلِ sabīli (the) way
ٱللَّهِ l-lahi (of) Allah
وَٱلْمُسْتَضْعَفِينَ wal-mus'taḍʿafīna and (for) those who are weak
مِنَ mina among
ٱلرِّجَالِ l-rijāli the men
وَٱلنِّسَآءِ wal-nisāi and the women
وَٱلْوِلْدَٰنِ wal-wil'dāni and the children
ٱلَّذِينَ alladhīna those who
يَقُولُونَ yaqūlūna say
رَبَّنَآ rabbanā Our Lord
أَخْرِجْنَا akhrij'nā take us out
مِنْ min of
هَـٰذِهِ hādhihi this
ٱلْقَرْيَةِ l-qaryati [the] town
ٱلظَّالِمِ l-ẓālimi [the] oppressor(s)
أَهْلُهَا ahluhā (are) its people
وَٱجْعَل wa-ij'ʿal and appoint
لَّنَا lanā for us
مِن min from
لَّدُنكَ ladunka Yourself
وَلِيًّۭا waliyyan a protector

(Ayah 75) {وَ مَا لَكُمْ لَا تُقَاتِلُوْنَ … :} This verse is also related to the encouragement of jihad, meaning that for two reasons it is necessary for you to fight the disbelievers: first, for the exaltation of Allah’s word, as opposed to for the supremacy of Allah’s religion; second, to rescue those oppressed Muslims who are helpless in the clutches of the disbelievers. (Qurtubi) Many people remained in Makkah who could not migrate with the Messenger of Allah (peace be upon him), and their relatives began to torture them so that they would turn them away from Islam and make them disbelievers again. Thus, { ”الْقَرْيَةِ الظَّالِمِ اَهْلُهَا“ } refers to Makkah, and its inhabitants are called oppressors either because of their polytheism or because of persecuting the oppressed Muslims. Ibn Abbas (may Allah be pleased with them both) says that I and my mother were also among those { ”الْمُسْتَضْعَفِيْنَ“ } (helpless Muslims) (whom Allah declared excused). [ بخاری، التفسیر، باب : «إلا المستضعفین من… » : ۴۵۹۷ ] In Madinah, the Messenger of Allah (peace be upon him) used to pray by name for these “mustad‘afeen” (oppressed): [ اَللّٰهُمَّ اَنْجِ الْوَلِيْدَ بْنَ الْوَلِيْدِ وَ سَلَمَةَ بْنَ هِشَامٍ وَ عَيَّاشَ بْنَ أَبِيْ رَبِيْعَةَ وَالْمُسْتَضْعَفِيْنَ مِنَ الْمُؤْمِنِيْنَ ] “O Allah! Grant freedom to Walid bin Walid, Salamah bin Hisham, Ayyash bin Abi Rabi‘ah, and other helpless Muslims (trapped in Makkah).” [ بخاری، الأذان، باب یھوی بالتکبیر حین یسجد : ۸۰۴، عن أبی ھریرۃ رضی اللہ عنہ ] Alas, at this time Muslims are helpless in the slavery of various countries of the disbelievers; they are neither given freedom, nor allowed to leave, nor is any Muslim country ready to accept them. Tell me, when would jihad be more obligatory than now? In this verse, Muslims are commanded to fight to rescue all oppressed and helpless men, women, and children from oppression, whether they are Muslim or non-Muslim, just as at this time in India both Muslims and Shudra Hindus are victims of oppression.
