قُل لِّلَّهِ ٱلشَّفَـٰعَةُ جَمِيعًا ۖ لَّهُۥ مُلْكُ ٱلسَّمَـٰوَٰتِ وَٱلْأَرْضِ ۖ ثُمَّ إِلَيْهِ تُرْجَعُونَ ﴿44﴾
Say: "To Allâh belongs all intercession. His is the Sovereignty of the heavens and the earth. Then to Him you shall be brought back."
قُل qul Say
لِّلَّهِ lillahi To Allah (belongs)
ٱلشَّفَـٰعَةُ l-shafāʿatu the intercession
جَمِيعًۭا ۖ jamīʿan all
لَّهُۥ lahu For Him
مُلْكُ mul'ku (is the) dominion
ٱلسَّمَـٰوَٰتِ l-samāwāti (of) the heavens
وَٱلْأَرْضِ ۖ wal-arḍi and the earth
ثُمَّ thumma Then
إِلَيْهِ ilayhi to Him
تُرْجَعُونَ tur'jaʿūna you will be returned

The word {’’ لِّلّٰهِ ‘‘} coming first in {قُلْ لِّلّٰهِ الشَّفَاعَةُ جَمِيْعًا … :} creates exclusivity in the statement. That is, you should say to them that the ownership of all forms of intercession belongs only to Allah; no one can intercede without His permission, so He alone should be called upon, because only if He grants permission will anyone intercede. Not only intercession, but the sovereignty of the heavens and the earth also belongs to Him alone; no one else has any share in either intercession or sovereignty. Then you will be returned to Him alone. Shah Abdul Qadir (may Allah have mercy on him) writes: "That is, intercession is before Allah, but by Allah's command, not by your saying. When death comes, Azrael does not spare anyone at anyone's request." (Mowdih) (Note: The name of the Angel of Death as Azrael is not established from the Book and Sunnah.)
