Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). {سورة الزمر} (Ayah 1) In { تَنْزِيْلُالْكِتٰبِمِنَاللّٰهِالْعَزِيْزِالْحَكِيْمِ : ’’ الْكِتٰبِ ‘‘}, due to the presence of "Alif Lam" of specification, the translation is "this Book." The disbelievers used to say that this Qur’an has been fabricated by Muhammad (peace be upon him) himself, as mentioned in Surah At-Tur: « اَمْيَقُوْلُوْنَتَقَوَّلَهٗ»[الطور : ۳۳ ] "Or do they say, 'He has fabricated it himself?'" Allah Almighty began the Surah by stating that this Book has been revealed from Allah, and at the same time mentioned two of His attributes, so that they do not consider this speech as ordinary, but rather understand its importance. First, that the One who revealed this speech is "Aziz," meaning All-Powerful over all; no one should think that they can compete with Him in the slightest. Second, that He is "Hakim," meaning All-Wise; therefore, this Book is entirely full of wisdom and insight, and only a person devoid of intellect can turn away from it. Allah Almighty has begun several Surahs by stating that this is a Book revealed by Allah, and in each place, to clarify its importance, He has mentioned some of His attributes. For example, at the beginning of Surah Al-Mu’min, He said: «حٰمٓ (1) تَنْزِيْلُالْكِتٰبِمِنَاللّٰهِالْعَزِيْزِالْعَلِيْمِ» "{حٰمٓ۔} The revelation of this Book is from Allah, the All-Powerful, the All-Knowing." At the beginning of Surah Al-Jathiyah and Al-Ahqaf, He said: « حٰمٓ (1) تَنْزِيْلُالْكِتٰبِمِنَاللّٰهِالْعَزِيْزِالْحَكِيْمِ » "{حٰمٓ۔} The revelation of this Book is from Allah, the All-Powerful, the All-Wise." At the beginning of Surah Ya-Sin, He said: « تَنْزِيْلُالْعَزِیْرِالرَّحِیْمِ » "It is a revelation from the All-Powerful, the Most Merciful." At the beginning of Surah Ha Mim As-Sajdah, He said: « حٰمٓ (1) تَنْزِيْلُالرَّحْمٰنِالرَّحِیْمِ» "{حٰمٓ۔} It is sent down from the Most Merciful, the Most Compassionate." Clearly, in this there is an emphasis on the Qur’an being the speech of Allah Almighty, and also a statement of its excellence and virtue, because the more exalted the attributes of the speaker, the more exalted and perfect will be his speech.
