تَنزِيلَ ٱلْعَزِيزِ ٱلرَّحِيمِ ﴿5﴾
(This is a Revelation) sent down by the All-Mighty, the Most Merciful,
تَنزِيلَ tanzīla A revelation
ٱلْعَزِيزِ l-ʿazīzi (of) the All-Mighty
ٱلرَّحِيمِ l-raḥīmi the Most Merciful

(Ayah 5) {تَنْزِيْلَ الْعَزِيْزِ الرَّحِيْمِ :} That is, this is not the word of a powerless and helpless person whose denial would not matter, rather it is revealed by Allah Almighty who is dominant over all. No one can bring forth words like His, no power can prevent His word from being enforced, and no one can escape His grasp by denying it. At the same time, He is extremely merciful that He sent a Messenger for your guidance, revealed the Book, then granted you respite and did not seize you immediately upon denial.
