Then We gave the Book (the Qur’ân) as inheritance to such of Our slaves whom We chose (the followers of Muhammad صلى الله عليه وسلم). Then of them are some who wrong their ownselves, and of them are some who follow a middle course, and of them are some who are, by Allâh’s Leave, foremost in good deeds. That (inheritance of the Qur’ân) - that is indeed a great grace.
ثُمَّ thumma Then
أَوْرَثْنَا awrathnā We caused to inherit

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

(Ayah 32) ➊ {ثُمَّ اَوْرَثْنَا الْكِتٰبَ الَّذِيْنَ اصْطَفَيْنَا مِنْ عِبَادِنَا :} That is, We revealed this Book to you, then made those people its heirs whom We chose to be the heirs of this Book, that is, to be included in the Muslim Ummah, and this is Our will that We choose whom We wish, as He said: « اَللّٰهُ يَجْتَبِيْۤ اِلَيْهِ مَنْ يَّشَآءُ وَ يَهْدِيْۤ اِلَيْهِ مَنْ يُّنِيْبُ » [الشورٰی : ۱۳ ] "Allah chooses for Himself whom He wills and guides to Himself whoever turns (to Him)."

{ فَمِنْهُمْ ظَالِمٌ لِّنَفْسِهٖ وَ مِنْهُمْ مُّقْتَصِدٌ … :} There are three types of individuals who inherit the Book of Allah, that is, among the Muslim Ummah: some who wrong themselves, whose good deeds are less than their sins; some who are moderate, whose good and bad deeds are nearly equal; and some who, by Allah's command, excel in good deeds. The blessing received by these three groups, that is, the inheritance of the Book of Allah and inclusion in the Muslim Ummah, is a very great favor.
