وَمَآ ءَاتَيْنَـٰهُم مِّن كُتُبٍ يَدْرُسُونَهَا ۖ وَمَآ أَرْسَلْنَآ إِلَيْهِمْ قَبْلَكَ مِن نَّذِيرٍ ﴿44﴾
And We had not given them Scriptures which they could study, nor sent to them before you (O Muhammad صلى الله عليه وسلم) any warner (Messenger).
وَمَآ wamā And not
ءَاتَيْنَـٰهُم ātaynāhum We (had) given them
مِّن min any
كُتُبٍۢ kutubin Scriptures
يَدْرُسُونَهَا ۖ yadrusūnahā which they could study
وَمَآ wamā and not
أَرْسَلْنَآ arsalnā We sent
إِلَيْهِمْ ilayhim to them
قَبْلَكَ qablaka before you
مِن min any
نَّذِيرٍۢ nadhīrin warner

(Ayah 44) {وَ مَاۤ اٰتَيْنٰهُمْ مِّنْ كُتُبٍ يَّدْرُسُوْنَهَا۠ … :} This verse can be interpreted in two ways: one is that We did not give them any book containing permission for their polytheistic statements and actions, which they have with them and read and teach, nor did We send before you any warner to them who would support their polytheistic statements and actions. See Surah Ar-Rum (35), Fatir (40), Az-Zukhruf (21), and Surah Al-Ahqaf (4). The second interpretation is that no special books were revealed from Us specifically for them, nor did any warner come to them before you, so it was necessary that a book be revealed to them and a prophet be sent to them; that is why We have sent you to them with this Quran.
