And if the enemy had entered from all sides (of the city), and they had been exhorted to Al-Fitnah (i.e. to renegade from Islâm to polytheism), they would surely have committed it and would have hesitated thereupon but little.
وَلَوْ walaw And if
دُخِلَتْ dukhilat had been entered
عَلَيْهِم ʿalayhim upon them
مِّنْ min from
أَقْطَارِهَا aqṭārihā all its sides
ثُمَّ thumma then
سُئِلُوا۟ su-ilū they had been asked
ٱلْفِتْنَةَ l-fit'nata the treachery
لَـَٔاتَوْهَا laātawhā they (would) have certainly done it
وَمَا wamā and not
تَلَبَّثُوا۟ talabbathū they (would) have hesitated
بِهَآ bihā over it
إِلَّا illā except
يَسِيرًۭا yasīran a little

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. Based on over 45 years of teaching and research, this tafsir follows the methodology of Tafsir bil-Ma'thur — interpreting the Quran through authentic Hadith, statements of the Companions, and the understanding of the early generations (Salaf). It is distinguished by its complete avoidance of Israeliyyat (Judeo-Christian narratives) and unverified reports. The tafsir is originally written in Urdu, translated to English by tohed.com.

The pronoun in {وَ لَوْ دُخِلَتْ عَلَيْهِمْ مِّنْ اَقْطَارِهَا … : ’’ دُخِلَتْ ‘‘} refers to "Madinah," meaning that {’’ وَلَوْ دُخِلَتْ عَلَيْهِمُ الْمَدِيْنَةُ مِنْ جِهَاتِهَا أَيْ وَلَوْ دَخَلَ الْأَحْزَابُ عَلَيْهِمُ الْمَدِيْنَةَ۔‘‘ ’’ الْفِتْنَةَ ‘‘} refers to disbelief, polytheism, and fighting against the Muslims. That is, if the disbelievers had entered the city and invited these hypocrites to return to disbelief with them and to join them in fighting to eliminate the Muslims, they would have immediately accepted their offer and would not have delayed at all.
