سُوْرَةُ السَّجْدَةِ
Surah As-Sajda (32) — Ayah 13
وَلَوْ شِئْنَا لَـَٔاتَيْنَا كُلَّ نَفْسٍ هُدَىٰهَا وَلَـٰكِنْ حَقَّ ٱلْقَوْلُ مِنِّى لَأَمْلَأَنَّ جَهَنَّمَ مِنَ ٱلْجِنَّةِ وَٱلنَّاسِ أَجْمَعِينَ ﴿13﴾
Translation by Dr. Muhammad Muhsin Khan & Dr. Taqi-ud-Din al-Hilali
And if We had willed, surely We would have given every person his guidance, but the Word from Me took effect (about evil-doers), that I will fill Hell with jinn and mankind together.

(Ayah 13) {وَ لَوْ شِئْنَا لَاٰتَيْنَا كُلَّ نَفْسٍ هُدٰىهَا …:} That is, what is this matter that now you, after seeing the reality with your own eyes, want to believe and that We should withhold your punishment, or send you back to the world again. Such forced guidance We could have given you from the very beginning, but then the reward and punishment of the Day of Judgment would become meaningless and the purpose of the test would be lost. Now it is necessary that My word be fulfilled which I addressed to Iblis at the time when he refused to prostrate to Adam: «{ قَالَ فَالْحَقُّ وَ الْحَقَّ اَقُوْلُ (84) لَاَمْلَـَٔنَّ جَهَنَّمَ مِنْكَ وَ مِمَّنْ تَبِعَكَ مِنْهُمْ اَجْمَعِيْنَ }» [ صٓ: ۸۴، ۸۵ ] "He said, 'Then the truth is this, and I speak only the truth: I will surely fill Hell with you and with all those among them who follow you.'"
