(It is) a Promise of Allâh (i.e. Allâh will give victory to the Romans against the Persians), and Allâh fails not in His Promise, but most of men know not.

(Ayah 6) ➊ { وَعْدَاللّٰهِلَايُخْلِفُاللّٰهُوَعْدَهٗ :} That is, the overcoming of Persia by Rome within a few years is the promise of Allah, whose way is that He never goes against His promise. ➋ { وَلٰكِنَّاَكْثَرَالنَّاسِلَايَعْلَمُوْنَ :} But most people, including the disbelievers of Quraysh, do not know this; rather, when Allah does something that seems impossible according to apparent means, they begin to call Allah’s promise false. They do not know that besides apparent means, there are countless hidden means that are working behind the scenes, nor do they know that all apparent and hidden means are in the hand of Allah. Whatever He intends to do, He can create its means if He wills, or He can fulfill it without any means at all.
