بَلَىٰ مَنْ أَوْفَىٰ بِعَهْدِهِۦ وَٱتَّقَىٰ فَإِنَّ ٱللَّهَ يُحِبُّ ٱلْمُتَّقِينَ ﴿76﴾
Yes, whoever fulfils his pledge and fears Allâh much; verily, then Allâh loves those who are Al-Muttaqûn (the pious - See V.2:2).
بَلَىٰ balā Nay
مَنْ man whoever
أَوْفَىٰ awfā fulfills
بِعَهْدِهِۦ biʿahdihi his covenant
وَٱتَّقَىٰ wa-ittaqā and fears (Allah)
فَإِنَّ fa-inna then indeed
ٱللَّهَ l-laha Allah
يُحِبُّ yuḥibbu loves
ٱلْمُتَّقِينَ l-mutaqīna those who fear (Him)

(Ayah 76) {”بَلٰى“} (Why not) — that is, there will certainly be accountability for this breach of trust and betrayal. The person beloved and favored by Allah is the one who fulfills the covenants made with Allah and with people (this includes the covenant to believe in the Messenger of Allah, peace be upon him), and then fears Allah in every matter and follows the Shariah that he, peace be upon him, were sent with.
