Not for you (O Muhammad صلى الله عليه وسلم, but for Allâh) is the decision; whether He turns in mercy to (pardons) them or punishes them; verily, they are the Zâlimûn (polytheists, disobedients, and wrong-doers).

Tafsir al-Quran al-Karim is a 4-volume Quran commentary by Hafiz Abdus Salam bin Muhammad Bhutvi, a renowned Salafi (Ahl al-Hadith) scholar and Sheikh ul-Hadith from Pakistan. (Ayah 129,128) ➊ {لَيْسَلَكَمِنَالْاَمْرِشَيْءٌ … :} In this verse, it is stated to the Prophet (peace be upon him) that the servant has no authority; all kinds of authority are in the hands of Allah Almighty. (Muwaddih) At Bi’r Ma‘unah, the tribes who deceitfully killed seventy of his companions, and those who were at the forefront among the polytheists in the Battle of Uhud, against them the Messenger of Allah (peace be upon him) began to supplicate by mentioning their names in the Qunoot. The incident of Bi’r Ma‘unah is present in Bukhari. [ بخاری، المغازی، باب غزوۃ الرجیع… : ۴۰۸۶ ] Abdullah bin Umar (may Allah be pleased with them both) says that when the Messenger of Allah (peace be upon him) would raise his head after bowing in the second rak‘ah of Fajr prayer, after {’’ سَمِعَاللّٰهُلِمَنْحَمِدَهٗرَبَّنَاوَلَكَالْحَمْدُ ‘‘}, he would supplicate: “O Allah! Curse so-and-so, so-and-so, and so-and-so.” So Allah Almighty revealed this verse: «لَيْسَلَكَمِنَالْاَمْرِشَيْءٌ » “You have no part in the matter at all.” [ بخاری، التفسیر، باب : «لیس لک من الأمر شیء» : ۴۰۶۹ ] Thus, Allah Almighty granted all those people, whom he used to curse by name, the ability to repent and they became Muslims. From this, it is understood that the only one who is absolutely authoritative and Knower of the unseen is Allah alone, otherwise he would have surely made his dear uncle a Muslim and would have surely had those who committed oppression at Uhud and Bi’r Ma‘unah accursed.
➋ From these verses and hadiths, it is understood that in Qunoot Nazilah, it is not permissible to curse any disbeliever by name, for who knows, Allah Almighty may grant him the ability to repent. However, cursing the general disbelievers is correct, and this is also established from the Messenger of Allah (peace be upon him).
