أَمْ حَسِبَ ٱلَّذِينَ يَعْمَلُونَ ٱلسَّيِّـَٔاتِ أَن يَسْبِقُونَا ۚ سَآءَ مَا يَحْكُمُونَ ﴿4﴾
Or think those who do evil deeds that they can outstrip Us (i.e. escape Our punishment)? Evil is that which they judge!
أَمْ am Or

(Ayah 4) {اَمْ حَسِبَ الَّذِيْنَ يَعْمَلُوْنَ السَّيِّاٰتِ اَنْ يَّسْبِقُوْنَا … :} Although the words of {’’ الَّذِيْنَ يَعْمَلُوْنَ السَّيِّاٰتِ ‘‘} (those who do evil deeds) are general, which include both believers and disbelievers, but here it refers to the disbelievers. Shah Abdul Qadir writes: “The first two verses were about the Muslims who were afflicted by the persecutions of the disbelievers, and this verse is about the disbelievers who were tormenting the Muslims.” (Mawdhih) That is, seeing the trials and tests of the believers, have the disbelievers assumed that they will escape from Us and will not be seized by Us? If they have formed this opinion from the temporary respite that they will always remain in comfort and will never fall into the hands of Allah Almighty, then they have formed a very bad opinion, because the trial of the believers is only for a certain time and is a means of raising their ranks, whereas for the disbelievers a severe punishment is prepared, which, unlike the trial of the believers, is not for a few days but is everlasting.
