يُعَذِّبُ مَن يَشَآءُ وَيَرْحَمُ مَن يَشَآءُ ۖ وَإِلَيْهِ تُقْلَبُونَ ﴿21﴾
He punishes whom He wills, and shows mercy to whom He wills; and to Him you will be returned.
يُعَذِّبُ yuʿadhibu He punishes
مَن man whom
يَشَآءُ yashāu He wills
وَيَرْحَمُ wayarḥamu and has mercy
مَن man (on) whom
يَشَآءُ ۖ yashāu He wills
وَإِلَيْهِ wa-ilayhi and to Him
تُقْلَبُونَ tuq'labūna you will be returned

(Ayah 21) {يُعَذِّبُ مَنْ يَّشَآءُ وَ يَرْحَمُ مَنْ يَّشَآءُ …:} After presenting the evidences for resurrection on the Day of Judgment, it is stated that then He will punish whomever He wills with His justice, and He will have mercy on whomever He wills with His grace; however, in any case, you must return to Him.
