(Ayah 21) {يُعَذِّبُمَنْيَّشَآءُوَيَرْحَمُمَنْيَّشَآءُ …:} After presenting the evidences for resurrection on the Day of Judgment, it is stated that then He will punish whomever He wills with His justice, and He will have mercy on whomever He wills with His grace; however, in any case, you must return to Him.
