[Then Sulaimân (Solomon) said to the chief of her messengers who brought the present]: "Go back to them. We verily shall come to them with hosts that they cannot resist, and we shall drive them out from there in disgrace, and they will be abased."

ٱرْجِعْir'jiʿReturn
إِلَيْهِمْilayhimto them
فَلَنَأْتِيَنَّهُمfalanatiyannahumsurely, we will come to them

قِبَلَqibala(is) resistance
لَهُمlahumfor them
بِهَاbihāof it
وَلَنُخْرِجَنَّهُمwalanukh'rijannahumand surely, we will drive them out

(Ayah 37) ➊ { اِرْجِعْاِلَيْهِمْفَلَنَاْتِيَنَّهُمْبِجُنُوْدٍ … :} Here, some words are omitted, meaning: Take these gifts and presents back and tell them that if they do not come in obedience, then we will bring upon them such armies against which they will have no power to stand.
➋ {وَلَنُخْرِجَنَّهُمْمِّنْهَاۤاَذِلَّةًوَّهُمْصٰغِرُوْنَ:} Humiliation means that their kingdom and rule will be taken away, and "subjugation" (disgrace and abasement) means they will become slaves and captives, or be exiled. This matter is not specific only to the Queen of Sheba, but Muslims are commanded to fight all the disbelievers of the world until they either become Muslim or accept the humiliation of paying jizyah with their own hands and become low and humble before the Muslims, as it is said: «{ قَاتِلُواالَّذِيْنَلَايُؤْمِنُوْنَبِاللّٰهِوَلَابِالْيَوْمِالْاٰخِرِوَلَايُحَرِّمُوْنَمَاحَرَّمَاللّٰهُوَرَسُوْلُهٗوَلَايَدِيْنُوْنَدِيْنَالْحَقِّمِنَالَّذِيْنَاُوْتُواالْكِتٰبَحَتّٰىيُعْطُواالْجِزْيَةَعَنْيَّدٍوَّهُمْصٰغِرُوْنَ }»[ التوبۃ : ۲۹ ] "Fight those who do not believe in Allah nor in the Last Day, nor forbid what Allah and His Messenger have forbidden, nor follow the religion of truth, among those who were given the Book, until they pay the jizyah with their own hands and are humbled." Alas! This Book of guidance had commanded the Muslims, both through the story of Solomon (peace be upon him) and in clear words, to fight all the disbelievers of the world until they accept Islam or live under the authority of Muslims by paying jizyah with their own hands, but Muslims forgot this lesson and, instead of seeking martyrdom and the pleasures of Paradise, became lost in the fleeting luxuries of this world and abandoned jihad. The result, instead of the humiliation and abasement of the disbelievers, is now evident before all in the form of the humiliation and abasement of the Muslims themselves, and in the words of Imam Malik (may Allah have mercy on him): {’’ لَنْيَّصْلُحَآخِرُهٰذِهِالْأُمَّةِإِلَّابِمَاصَلُحَبِهِأَوَّلُهَا ‘‘}[ شرح سنن أبي داوٗد لعبد المحسن العباد : 334/2] "The reformation of the latter part of this Ummah will only be achieved by the same means by which the first part of this Ummah was reformed."
